The English team has opted for a 12-man selection just 48 hours ahead of the first Ashes Test, with the 22-year-old spinner securing a surprise place.
Bashir's selection indicates that the visiting team will delay until the day of the initial match to decide whether Perth Stadium conditions suit four seamers or the inclusion of a spin bowler.
Jofra Archer and Mark Wood are part of the selected group, showing there are no concerns about either pace bowler’s fitness.
Gus Atkinson and Brydon Carse round out the bowling group, with the latter expected to be omitted if Bashir makes the starting XI.
Brendon McCullum had been expected to choose an all-seam attack on a venue that has staged several past matches.
During these games, 134 wickets have fallen to seamers, with only 40 to spin.
Among these 40 wickets, Australia’s Nathan Lyon has taken 29, while all visiting spinners combined have only eight.
On a ground renowned for its pace and bounce, and whose curator, Isaac McDonald, pledged that these traits are “permanent and not going to change,” a side relying on seamers remains the more likely decision.
There had been rumors that the all-rounder could be brought into the side to offer some spin while also strengthening the batting lineup.
But the coach has opted to keep faith with Bashir, having stated previously that he would be his first-choice slow bowler for the series.
In July, Lyon commented on Bashir as “OK,” saying that “from my perspective, the experienced spinner is still England’s best spinner.”
“It is a huge responsibility, and it can be a massive challenge for bowlers who lack experience in the previous in Australian pitches,” he remarked of slow bowling in Australian Tests.
“I won't let my secrets out so opponents come out and excel out here.”
